The comparative analysis of chemical composition of Russian oils has been carried out for permafrost territory and outside of it. It has been shown that the contents of sulfur, paraffins, resins and asphaltenes in the oils on permafrost territories on the average are lower than their contents in the oils on territories outside of it. The volumes of oil and gas stocks of Russian permafrost are larger than on territories outside of it. In permafrost, more than 70 % of oils occur at the depths below 3000 m basically in the Mesozoic sediments, and on the territory outside of it most oils are Paleozoic and occur at the depths of about 2000 m.
